When to use road names vs. Rt. # s

What is the current meta for Maryland route names? Should we be using The Rt # or the name of the road? I thought I read somewhere when I first started editing that we should be using the road names as the main entry, but seeing the below example recently got me doubting if I was doing this correctly.

For example, Liberty Rd should this actually be State Hwy 26 or Liberty Rd as the main name? How can we make the decision?

Unfortunately, in rural areas, the state signage will flip flop between name and number. Also, if i remember correctly, there are a few areas on the eastern shore where the # stays the same and the name changes, but the signage references the road name.

This is a tough one. My practice in nearly all cases has been to use the name as primary and the number as alternate. I've tended to limit exceptions to this to freeways and major highways that have few addresses on them (404 and 32 from 70 to 108, for example) or roads with truly obscure names. It is ultimately a local decision, but the name should be consistent and not flip-flop. I also hesitate to tell you to spend a lot of time on this because I don't know what Waze's plans are for using alternate names. If you are finding that a few intersections are the problem, then wayfinders might be helpful.

In the case of MD-26, I'd recommend using Liberty Rd as the primary name because there are many addresses along the route, Liberty Rd is a well known name, most signalized intersections appear to have both MD-26 and Liberty Rd posted, and most unsignalized intersections (except in Carroll County) appear to have Liberty Rd posted.
