Frederick MARC station

The MARC station place is locked at lvl 5 (why?) and is an area. It should be a point and lowered to lvl 2 if there are graffitti issues. Can some kind soul fix this or explain why it should stay locked and an area place.

Unlocked. I locked it at 5 back before the new guidelines on places and railroads.
