Now that you've tried this, every split here is named to match the full BGS except for Exit 22, why not add " / To Riva Rd" back there. A driver not taking the exit to Riva Rd will hear
keep/exit right to Exit 22, MD-665, Aris T Allen Blvd, to Riva Rd
Then leading up to and at the decision point for Riva Rd they will hear a few instructions to
keep left to MD-665, Aris T Allen Blvd to MD-2, Solomons Island Rd
which should be enough to ensure no-one gets off at Riva Rd by accident, and also matches the DOT intent to emphasize Riva Rd on the Exit BGS.

For your concern about the left side of the wayfinder by Riva Rd exit mentioning MD-2 even for drivers not going onto the MD-2, I would suggest adding a wayfinder by the exit to MD-2. It meets the wayfinder criteria by having as many exit lanes as continue lanes, and given the configuration leading to it should probably be warranted. The a driver not getting on MD-2 won't take the exit by mistake based on the last prompt.

Do we have criteria yet? I don't remember any criteria where an exit to the right warranted one where there was not a lane drop.
The current wiki says
Lane drops, where at least as many lanes leave the road as stay on the road;
which could be argued to apply here. Given the many URs, this may also qualify as an exception to the roles to be granted a wayfinder regardless, due to the inherent confusion caused by the previous BGSs.

We need to clarify that then, because I'm not reading it the same way as you are. By lanes leaving the road, I don't read that to mean how many lanes are on the exit ramp. For a lane drop, I read that as how many fewer lanes does the freeway have after the exit. Here I would say that no lanes leave the road - as you have to move right to exit, all lanes stay on the road.
It is in the process of being clarified in the JSG thread, to specify "travel lanes lost". I was just saying that based on the current guidelines, and the difficulty in this configuration, you may want it (as an exception).

I like the idea of removing Riva Rd from the ramp names. I think hearing the exit number, route number, and route name should be enough guidance, especially since there's only one ramp for 665 instead of two since it ends at 50/97. I think the state's intention was to encourage drivers to break their habits and use 665 when it opened to bypass parts of Riva Rd and 2, since 665 is usually faster but an indirect route.

Speaking from personal experience, I think a keep left instruction definitely wouldn't hurt either. I've mistakenly exited at Riva Rd when going from 97 to 2 S, not because of the signs but the layout and markings. The distance between ramps is very short too.

Two unrelated questions: should we be allowing the movement at SPUIs that allows you to reenter the freeway in the other direction? And is the 665/Riva intersection usually very congested during rush hour? I could never figure out why lane control signals were used here or why the exit lane was so wide so far back.
