Now that you've tried this, every split here is named to match the full BGS except for Exit 22, why not add " / To Riva Rd" back there. Then leading up to and at the decision point for Riva Rd they will hear a few instructions tokeep/exit right to Exit 22, MD-665, Aris T Allen Blvd, to Riva Rd
which should be enough to ensure no-one gets off at Riva Rd by accident, and also matches the DOT intent to emphasize Riva Rd on the Exit BGS.keep left to MD-665, Aris T Allen Blvd to MD-2, Solomons Island Rd
For your concern about the left side of the wayfinder by Riva Rd exit mentioning MD-2 even for drivers not going onto the MD-2, I would suggest adding a wayfinder by the exit to MD-2. It meets the wayfinder criteria by having as many exit lanes as continue lanes, and given the configuration leading to it should probably be warranted. The a driver not getting on MD-2 won't take the exit by mistake based on the last prompt.
