What to do when a UR contradicts Street View?

The reporter in this UR claims that that Halcyon is 1-way, going in the opposite direction of what we have it currently. Street-viewing into the intersection of Halcyon and Hartford reveals a 1-way sign that supports the way we have it currently.

How to handle these types of situations?

Short of driving out to see, I don't know. Seems so unlikely that Halcyon has switched directions.

GPS tracks, oddly, show Waze users moving in both directions on this street, which suggests that something is going on.

Google doesn't provide any useful information (always check News in this type of situation). Baltimore DOT webpage doesn't either.

Short of driving there oneself to check it out, I'm not sure what else to try.
