Southington: Hart St west to West St

Seems like an AGC from Hart St wb to West St nb is in order.

I would put this on the GHO but I'm behind the firewall and I don't want to forget to ask about it when I get home.

Ehhh... I suppose you could add an AGC, but I don't think that solves the original UR's problem. Do we even know which road they're referring to? Their track seems to follow the Waze track pretty closely, so I don't see where they could think the road was "off"...
