This sounds like a software issue.
You can try the following: Tap Settings > Advanced > Data transfer > Refresh Map Of My Area. Secondly, you can try clearing Waze's app cache in your phone’s app manager. The final option is to reset the app by going to the navigation screen and type ##@resetapp in search field and hit search.
