OK, but I don't want this to go round in circles again (pun unintended), or to discover we broke it worse than before, and aren't managing the fix process careful. Can we agree on the following:

1) One editor will be designated owner
2) Owner is responsible for all changes
3) Owner will elicit feedback from community on implementation ideas and results
4) For each attempt to fix it, there will be an active study period
5) Owner will try to recruit other editors who regularly travel the circle
6) All results will be published here regularly

I think you just stepped up.

Let's get consensus that you'll be the one running it, and what the base plan is.

Also, jemay and PesachZ worked on this, so you'll want to get input from them on it.

I'm willing to try #2 as an experiment - maybe make one side of it withe the standard control cities, the other side without, then BOTG a few routes to see how it turns out?

Can we get some more editors to chime in? Is everyone OK with lowering the circle to 4 and letting Odessit68 take charge?
