L4 help with PUR in Sacramento
Sacramento Convention Center is locked at L4, which is odd because I could find no other L4 locks on buildings (even the Governers Mansion). This will block most users from submitting PURs for this location. The original information is vague (address, website & phone number are in the description instead of the appropriate fields). However, there are 5 photos linked to the original.

I'm assuming the simplest steps would be to:
1. Lower lock to 1.
2. Add the location details to the proper fields in the original.
3. Reject the PUR since it had no photos.
Unfortunately, the submitting user won't be credited with the fix. Am I wrong in these conclusions? How should this be handled?
