Need AM help.

Southbound lane is road lvl 1, northbound is lvl 0 while the underpass is lvl 0. shouldn't the underpass be at a different level?

Yes, it should be that way ... although it's not as important as it used to be (it was once needed to prevent accidental and/or automatic junctioning of the overpass to the underpass), it's still proper for an overpass to be a higher level than its underpass.
