What exactly are you wanting to do? We found several bad place submissions from you and took steps to prevent your place submissions from being automatically approved, but you should still be able to submit those and map issues. Have you gotten any emails from Waze? Also, have you checked out the support pages?

Anyone can add locations or report map errors through the app, that's not really an editing function.
As far as editing, start with the Wiki (https://wiki.waze.com/wiki/index.php/Ma ... map_editor), that should give you a good start about the editing process.
