How to deal with tracking cameras

Throughout the district, there are many cameras. We all know that.

But less known is that many of these cameras are tracking cameras. They are generally at fixed locations in the main ingress and egress routes (NY Avenue, New Hampshire, North Capital etc.).

I'd almost mark them as dummies, except that's not correct. But you won't get a ticket from them, the only purpose is to track who comes into and out of the city. How should they be handled?
