Report undetectable traffic

There's a spot in Washington DC, the 9th Street tunnel going towards 395 that backs up horrifically during every evening rush hour. There's no cell reception in the tunnel, and there's a maze of other roads that cross over it, so Waze gets confused about how much traffic is in there, and sends its users through there. Generally this adds 45 minutes to an hour to the estimated trip time. Is there a way to correct this? As it stands, if I'm leaving the city for home (Alexandria) between 3:30 and 7:00, I open the "routes" menu and select a "longer" route that avoids 9th Street. It would be nice to have a way to actually fix the issue than to just avoid it.
