I came across this while driving the other day, there's a straight green arrow at the traffic light heading west on Independence Ave SW at the intersection with Washington Ave. Waze has left turns allowed at that intersection

Yes, but at the same intersection there is a sign "ALT I-395" with an arrow pointing left, which would strongly suggest that the left turn is allowed.
