You can absolutely make a global version derivative page based on the information on page considered globally applicable. The wiki mods can sift through it and pull what they collectively feel is appropriate for a new global page. We can then place that page with the global places page, and provide link to any existing local pages on the topic as usual.

I would like to see it moved to USA content, and then if someone would be so kind to draft a gloabbly approved page of parking lots, that would be great too. But we shouldn't require the new page before dealing with the existing page.

That said do the wiki mods agree to make this page as it is now a US only page?

1. Most, if not all, the Global Wiki pages I have seen have no talk page data. As a user, when I go there to consider making a change, I see the info on the top of the page to come to this thread, but I don't see how I am supposed to make a change. It is not until I go to edit the page that I see the comment code telling me what to do. That is different from going to the talk page. So did we change our process or are we not complete in filling in all the talk pages on global pages? I would like to propose we instead consider an expand box with the same current information in that template at the top, but below the expand line we include the content from the comments on the page to come to Wiki Updates forum for the page.

2. On the global pages at the top I see the following comment code:

I am not sure what this is telling me. IMO it is too ambiguous. As a wiki editor I would need to study the template to have any clue as to what it might be saying. I propose we clarify it and update the pages. Hopefully we can use our bot to do so.
I like your expand idea at the top of the pages. I would also like to see the {{ForumLink}} added to the talk pages on any articles which already have associated forum threads.

The code comment you are seeing is not telling you to do anything. it is a byproduct of the implementation of {{GlobalMark}} and the fact that is employed using substitution which includes the wiki comments. This comment explains the operation of the template. I guess we should remove it so it isn't pulled into pages.

2.8 Highways and Ramps
2.9 Dividing and un-dividing divided highways
These may be both good suggestions but they are in the wrong place. Each one should be placed in the thread dedicated to discussing updates to that page. If such a thread does not yet exist, please create a new one.

The purpose of this thread is as outlined in the OP (quoted below):

The Rest areas page is marked as a global Wazeopedia nominee, however the very first sentence of the page isolates it as USA based local guideline.
This article is a US-based set of guidelines. It includes the community recommended guidelines for mapping rest areas.
I propose that this page be removed from the global nomination, and if portions of it are later deemed relevant to the global community a new page can be created and derive from it the relevant content.
