Since the page has already been accepted as a global wiki page, I suggest we use it as the starting point and improve it from there. I would not wish to spend time on debating the merits of deleting a page, knowing the intention is to create it anew.
We can help the USA community by making sure that the /USA page will have the current content as a starting point, and helping to make sure that USA pages that currently point to this one will point to the USA page.
At that point, then the global community can feel free to change the content to become a useful reference for the entire global community, following the accepted process for creating global content, and without any fear of inadvertently changing local guidance for any community.
