That kind of makes sense. Routing costs and penalties.
The straight route time and the "cooked" penalized calculation.

I think There needs to be a clear distinction made between what is a penalty and what is not.

I think traffic data deserves its own detailed page, too.

I think we should include all the publicly-shareable information you champs have pried out of the Waze teams, as well as what we've learned through our own observations.

Starting with what we know and adding as we go along.

As for traffic data -- the basic information about of what is stored, what it is associated with, and how traffic data is lost, as well as how it is used is useful for explaining things to newer editors. In my mind, penalties are different from traffic data because they are used in two different ways.
Traffic data are used in calculating actual ETAs as well as penalized times. Penalties are only used in calculating penalized times, and are not used in ETAs.

hmm. do we need to reword here:
A significant penalty is applied to a route that transitions from a private road to a road of a different type
to make more clear that EACH TIME we transition from PR to <any other road type, including PLR> there is a penalty? Would it be more clear if it were
... from a private road segment to a segment of a different road type

In the section on private road it says
This penalty is not applied to the first transition from a parking lot road if the route starts on a parking lot road.
Should parking lot road be changed to private road here?
