[REQ] Global guidance for Map Comments

Map Comments are now live in Prod and I am proposing that we can probably decide on guidance on their usage at the global level.

I've started a page here: https://wiki.waze.com/wiki/User:AlanOfT ... p_Comments which currently only contains some very high level section ideas and some thoughts under each with some specifics as to type or expiration.

When you asked about a draft wiki for map comments in the US wiki GHO I made this: https://wiki.waze.com/wiki/User:Kartogr ... p_Comments. I wasn't sure whether to propose for global so I proposed it for USA first, but here it is. I have made sure the wiki pages it links to are global, so I removed the link to the new turn instruction override page, which is only guidance for the USA. I focused more on description and behavior of map comments with this draft (not sure whether the two words should be capitalized or not), but the draft can easily be expanded to include more specific guidance on where to use map comments, area vs point and lock. The only real guidance I have contained is that map comments replace other ways to annotate the map, such as note URs, and I also added a cautionary statement not to overuse map comments and thereby mask important ones.
