We haven't had any new URs after making the bow ties. The legal route is to go around one block and it was being bypassed for a left left on a 14m segment. I believe we don't know the penalty amounts for the different factors beyond a few of them. I am saying that a bow-tie intersection will enable you to set a no-left turn to the other direction which is just another penalty. Hopefully that bow-tie's left turn restriction (red) has a higher penalty than a 14m segment length. If true then your problem should be solved.

Basically, Waze penalize two left turn only if both of those turns are very close to 90 degree. IMO the spread is +- 5 degree or even less.

I meant the intersection I was referring to originally, in Brooklyn NY USA Atlantic ave and Logan st when I gave the measurements. Anyway, the Wiki phrase "Waze will penalize a route with two left turns in less than 15 m" is not quite correct, since Waze will not penalize ANY left turns, but just turns which are very close to 90 degree.

I just fixed this UR for a left-left u-turn over a 10m segment. I made a bow-tie before thinking to preserve it for you to see. After finally getting a tile update, I can confirm that with these angles (80 & 94) the 10m segment IS used for a u-turn. I tested again today with new tiles, and 90° turn angle at both junctions. The 10m segment was not used for the u-turn. I will continue testing moving the angles away 1° at a time to find the threshold.
