Bare in mind on Waze the week starts on a Sunday, The way I understand it is that if you drove on Friday & Saturday, Your days would be reset to zero from the Sunday. So in short you would have to drive from Sunday to Tuesday to gain 3 days and so on.

I've been using Waze basically everyday for over a year and I've still never received these candies. I posted about this back in Sept. 2013.

I have...they still never showed up so I just let it be.

Also, you will not get multiples in the same week... it takes a minimum of 3 weeks to get all three candies.

Aaand the system is on UTC, so the day does not start anywhere near midnight local time in the western hemisphere.

Just because you did not drive over them does not mean that you did not get them.

Do they show as "clear" on your scoreboard as shown below?
The candies appear along one of your typical routes after meeting the goal.
IF you do not drive over it, the points are automatically credited the following Monday with the scoreboard update.

Strange.
And going like this for over a year.... Have you sent a note to support?
