Network not available to report when Phone is on

Just wondering if it is normal that network is unavailable when phone is on? It could be safety measure or the issue with my old Android 2.3 Gingerbread OS.

So, I take it that it was bad connection and nothing to do with phone being on. But my experience shows that as soon as I am on phone, the red ball suggesting networking off (unavailable shows up) and as soon as I hang up the phone the the red ball indicator goes away. I believe the red ball indicator is for network and not of phone call in progress! I appreciate your quick response. Thanks.

It happens on a pretty regular basis for me. I have a iPhone 5 with Verizon. It just means Waze is having a temporary issue connecting to it's servers even if your phone is connected. It normally connects and figures it out on its own in about a min.
