Can't get voice / audible alerts to work

I'm using Waze release 3.9.6.1 on an iPhone 6
For some reason I cannot get audio to work on alerts. I had the same problem on my previous iPhone 5S.
With Sounds On and in navigation mode, voice navigation works just fine. When I drive past a safety camera or other alert that is on my side of the road however, the alert box comes up on the screen to warn me (so I know Waze sees it and knows I'm going past it) and the app shows the distance as I get closer and closer but there is consistently no audible alert.
I have also tried "Alerts Only" mode, and again there is a visual alert but no verbal alert.
In the "sounds" settings I have "App Volume" up to maximum, and have selected "Play sound to phone speaker". "Prefer Bluetooth" is off. I have also tested it with the phone's bluetooth capability switched off completely and again the same thing.
In the iPhone settings under notifications, Waze notifications are enabled, including sounds, badge app icons, and alert style when unlocked is set to "Alerts".
I have tried reinstalling the app several times and again the same thing.
I have tried changing the Voice language choice to multiple voices. All the voices work just fine for navigation, but again the alerts are always silent.
Hoping there's something simple I'm doing wrong here, have read through the forums for relevant fix suggestions but can't find them.
