Changes routes if I turn off then on

I've noticed that at least 50% of the time, if there is a lot of traffic on my long commute with many possible ways to get there (I'm in southern California), if I turn Waze off and then on again, if will give me a different route.

Why does this happen? I know that it is not because i have moved during the time it takes to turn it off and then on again as I may be barely moving in a traffic jam.
