TV-Out / Mirroring in version 3.1.1

How do you do this? I have updated to the latest release(3.1.1) on my iPhone 3gs. I have a video out cable that I am successfully able to play youtube videos etc on my Pioneer AVH-P4200DVD, I cannot however figure out how to activate screen mirroring/screen splitting/video out in Waze. My IOS version was at 5.0.1, I am in the process of updating that to 5.1 to see if that makes a difference, but I do not even see any option for it under settings? Is there a guide or something that will tell me how to do this?
