GPS arrow always on IOS11, IOS12

I noticed this in IOS 11 and also now IOS 12.

In the past, when I turned off Waze, after 30 seconds, the plain arrow at the right of the top bar disappeared after 30 seconds, showing that Waze was never using my GPS coordinates when the app was shut down.

Now, even after shutting down Waze, there remains a permanent hollow / outline arrow. Although IOS describes this as Waze can receive my GPS coordinates "under certain conditions" I'd rather not share any GPS coordinates with Waze under any condition, when the app is shut down.

How can I be sure that this is the case?

My settings:

GPS Service in IOS is set to "always" (because I need Waze even in the background)

In Waze, I disconnected the calendar - I have no planned trips.

There should be an option to set to Allow only when using the app. Go to you r general settings and scroll down to waze. Then for location select "While using the app"

I am afraid that there is no such setting as "While using the app". The closest to this is "When the app is active" which is not what I want, because I want the GPS even when the app is in the background. App active = App in the foreground, isn't it?

Below my settings (not in English, but you get the idea)

Waze:

Waze location services.
You can see the interesting comment "Waze needs your position to notify you when it is time to go, help you bypass traffic and more" => this I guess is when you allow Waze to access your calendar, which I did not give access to so should be irrelevant in my case
