Area Manager/Road Closure

I live in the UK and there isn't a local area manager for my area, I need to close a road for a while so I PM'd Scarymonkey but I don't think he/she is the local area manager. The help file says to close a road "That you contact the Area Manager in your area, inform him of this ongoing road closure, so he could disconnect the roads segments, and re-attach them once the road will be reopen." Where do I go from there?

I think turning off all southbound turns on the closed stretch will be sufficient to model this southbound only closure. Do you agree?
