I've been Waze user for few month and would like to help out with the map editor to edit the map. I found out that I can't as there is no driving data on my dashboard. I then looked into the Rank Page, last updated was 1.1.1970, 7:00.
Then I realised that my phone (as the other phone in many Buddhist countries are mostly) based on Buddhist's Calendar or some use Japanese Calendar as the phone's OS permitted.
My year is now 2556 and it's far older than the gregorian one, therefore submitting the whole wrong timestamp to Waze system.
If the client can be written to accomodate the OS's setting calendar/timestamp. You'll probably see the rise in the data from those countries where they use the other calendar than the gregorian one.

The problem it may be because of what you said. However, it also may be possible that you're on the wrong server.
Are you on http://www.waze.com
or world.waze.com ? You are supposed to be on world.waze.com unless you're based on North America. I had the same problem and when I switched to world.waze.com server all my points were there.
