It would help if you indicate your location in your profile so people can see where you are from.
The toll road option is only enabled in some countries, and I assume you are located where it's not enabled.
Routes will still indicate if you traveling roads that are flagged as toll roads, but the avoidance option is not there until Waze activates it for your country.
