Functional Classification: Maui

I’ve already made the required changes on Molokai (one Street to PS change) and on Lanai (one Street to mH on the Airport Road and two streets in Lanai City changed to PS).

There are 17 separate numbered sections of things to do on Maui itself. It’s probably easiest if whoever wants to pick up one or more sections, just shoot me a PM or Hangout message, give me the section numbers and I’ll note they’re in process on on the Wiki list.

I’ve tried to be careful, but if anyone wants to recheck something, here again are the resources.

It’s easiest to download the PDF, because you can then zoom in more easily. The Maui maps start on page 15. The routes are labeled only by route number. But if you keep another copy of the doc in the browser, you can scroll down to where the Maui key begins on page 50.

There’s a decent Maui County GIS here (it opens on Lanai, but you can zoom out and find Maui island). Street segments have linked files with street names and route numbers, if any:

Feel free to raise any issues for discussion here. I stumbled on a couple of issue when I was going through the map, for starters:

According to the FC map, Hookele St eventually should be demoted from PS to Street. Hansen Rd is on the map as a minor collector, which means it should be a PS. But because of the ongoing Hansen closures (I think it’s being upgraded?), I think we should leave them as they are for now.

Also up for discussion: Wharf St is officially a state route (32B) but we need some local and RC guidance on why it’s on the map as a private road. The FC map actually has the road as a Primary Arterial, which would make it an MH. Seems odd.

Anyway, raise any problems here. Next stop may be the Big Island.

Which one? They're both access to wharfs (one in Lahaina, one in Kahului).

Ah, that was the SuperFerry dock. It would probably make sense for that to be a highway if the SuperFerry were operating (as well as have the ferry route(s) mapped for long-distance routing)... but we all know where that stands. :)

I noticed everything south of central Wailea is no greater than a "street" -- this makes for over 7 miles (as the crow flies) or more that doesn't have a PS (collector) or any other preferred path.

Are we sure this is appropriate?

Yup, I gathered.

But it is also a point where we need to talk about deviating from them.

There should be a primary street all the way down to La Perouse Bay.

Well, there's a single road that acts as a collector, at least as far as the Makena Resort (actually further, but all routing will happen via this road past that point anyways), and is relevant because there are other "Streets" there as well that are not suitable for anything other than local / sightseeing traffic.

I understood the FC classification was to be a starting point, but that local discussion could have certain anomalies fixed. This, certainly, is an anomaly.

Coupled with the potential routing issues, there's the sub-issue of the visual nature.

Remember that a lot of highway designation in HI is political. The road (Hwy 37 / 31) from Ulupalakua to Hana is in FAR worse shape and much less travelled, yet it has a SR designation. It got that designation to get the feds to pay for a two-lane bridge across a gully -- a two-lane bridge that connects two roads that are single-lane traffic.
