AFAIK, Japan is localized - meaning they don't have an English version. Both the Philippines and Japan are on the INTL server and points will accrue. As long as you have data connection, the client will work with the maps laid-out for Japan - this is barring any map problems or mapping errors. Not to forget, it's right-hand drive in Japan.
