The default when creating a segment is "Street". The only time they should be changed to "Private Roads" is when they are not publicly accessible or there is a gate that prevents non-residents from entering. Oftentimes editors do not set the roads to "Private" because we do not know if these streets are gated and have entry restrictions. We set them to "Private" when we get an Update Request (UR) that lets us know that the streets are not routable to the public
