Signs went up last year for a week or so but they have been covered ever since.

There is a traffic camera at that location but no speed camera.

I'm guessing the camera was removed as I couldn't find it in the PL you sent.
Not sure where you want to add an RLC? Maybe you send a new PL for the specific segment you wish to add the RLC?

Just so you know the tile build will not be updated just because of the RLC removal. You need to change something else to push this tile change, so consider bending a segment saving and than reverting back and saving again.
