Some questions regarding the creation of new roads.

I added Sun Meadows Close which joins the existing road system north of 44 Avenue and the west entrance to Jutland Crescent.

My actions:

1 - Drove to the end of the close and turned around.

2 - Started the "paving" function in the iPhone app

3 - Drove out of the close, crossed 44 Avenue and stopped in Jutland Crescent (which has existed for a while)

4 - Stopped "paving"

5 - Once this new road appeared in the Editor I added in the street name, and confirmed turn restrictions

6 - I added a node to the dead end as per the Wiki by creating a new road, setting U-turn to be permissible, then deleting the new road.

Everything looks good except I'm not able to change the turn restrictions at the 44 Avenue junction. Is this because 44 Avenue is locked at Level 3 and I'm Level 1? If so, how do I address this in the future?
