Level4→L3 Unlock: Innisfil, Ontario - Hwy 89

I am requesting to get this one segment of Hwy 89 unlocked to Level 3 please. The Province is replacing a bridge which will take many months to complete. In the meantime, they have constructed a temporary bridge just to the north of the highway to divert traffic till the project is complete. I'd like to re-route the segment to reflect the actual location of the diversion road. Also, the speed limit has been lowered to 60 kmph for the duration of the construction and so I would need to update that as well. The GPS traces show that traffic is using the diversion road.

Lowered to L3. Feel free to cut the segment at the point at which speed limit drops to 60km/hr.
