My Level: 2
Reason for request: change to mH, this is an arterial road. The fact that this still locks at A4 despite the lock changes demonstrates the large volume of traffic carried by this segment compared to some other mH (and MH) downtown.
Vancouver doesn't have a proper FC map, but you can look it up here if you turn off Districts and Areas, Public Street Names, and One Way Streets on the left of the screen. It's a pain in the rear end to look at, and every single road in the downtown core is classified as Arterial, even insignificant dead ends, so the FC isn't as helpful as it could be. (The classes are Residential, Collector, Secondary Arterial, and Arterial.)
This road, however, is mostly outside the area where everything is Arterial.

Also need to address turn instructions at Denman/Beach and Beach/Pacific, those relied on everything being PS.
