Reason for request: change to Freeway, remove preferential routing, and remove MC. Hwy 17 is a partially controlled-access highway: at-grade intersections are present but infrequent. Another editor added the preferential routing so that it connects properly to Hwy 1, but there isn't a good reason for the classification to change at the 104 Ave intersection.
