FC exceptions for special local "State Routes"

I've discovered that we have some State Routes with official numbers and legal designations, but they're not highways or thru routes of any kind. They're local roads, state-maintained, on state facilities.

If you see something listed by UDOT as FC "Local" but is also an official SR-XXX route, a type lower than Minor Highway is likely appropriate.

I've made a footnote in the FC to Type conversion table, and I've done 3x as examples and listed them in the exceptions table below it. So far they've all had numbers in the high 200s such as SR-296. I've located 2 more in the Ogden area that I've not mapped yet, and I'm sure we'll locate more.

Check out the PLs in the table and marvel at what UDOT, for whatever legal reason, has had to designate as a state route.

If you have any questions on how to handle any of these please ask them. This is obviously a new development and subject to adjustment.
