Please downlock to L4 to allow edit to prevent routing on Private road to M4.

Hi Martyn,

Sigh, this works road is a pain. It shouldn't route anyway as it had unknown directions and hard turn restrictions. I thought in that past I'd set it to private road, but was a street so I've changed to private road now.

The was L5 locked as in the past users have made it drivable and removing it meant it was redrawn. I have downlocked it to L4 for you in case it needs any more tweaks.
