When you are selecting segments in the Editor to create a Permalink and you pan the map, the Editor caches the segments you have "seen". This means you can create a permalink that contains far more segments than are visible on-screen.

When another editor opens your permalink, they will not have panned across the same area you have. As a result, only segments from your permalink that are on-screen (or very close to it) will be selected.

Please only supply permalinks with all segments visible on-screen when you make an Editor Request.
