I've created the city on some of those segments. You should now be able to add it to more if you wish.
In the UK, we only mark the "city" within built-up areas. We do not mark all the rural roads in the parish.
Often I find speed limit changes make a handy boundary for the "city". East Marton doesn't seem to have speed limits, so you'll have to use your discretion.
