I uplocked the one segment to auto(4) - then I changed my mind.

I presume you simply drew the second side of the carriageway, them changed the original segment to one-way. Given that this is apparently a very busy road, Waze will likely favour it in routing above it's normal status as primary street. By doing it the way you have, you would "lose" the history in one direction and introduce a low rank road in the other direction with no reason to favour it.

Instead, I would advise that you change the original segment back to 2-way then split it in the middle. Then use each of the 2 segments you now have into 1-way in opposite directions and use them to construct the 2 sides of the divided carriageway. In this way, you will have segments on both sides with appropriate driving history and not affect the routing by making the split.
