L4->L2 Downlock, Roborough, Devon

Hi, I'd like to request a L4 to L2 downlock on one segment of the A386 to change the speed limit from 60mph to 40mph. This limit is planned to be in effect until the end of March 2017 whilst a water company lays underground pipes from a new treatment plant.
