Lvl 3 -> Lvl 2 unlock - Brampton Ln, Northampton

Reason for request:
Unlock the Lvl 3 to allow me to attach a parking road to Brampton Rd to fix a 'Parking lot input as point' issue.

I'll leave that stretch @ auto-1 I think. the stretch further east may need the lock kept for the new roundabout, but western end can be auto
