Level5→L3 Unlock: Devon - (Tiverton Services)

My Level: 3
Reason for request: for editing - actually as this is not a motorway service area, should it be locked to 5? Not sure. It is more a collection of trades on a site that happens to be run by moto. the services are not signed from the motorway.

Dropped to L3.
If it's not signed as a motorway service area I can see no reason for a higher lock (and the petrol station was already L3).
