It's not really a roundabout, nor two roundabouts.

But a more relevant question is, could Waze instructions be made any clearer? Removing the "roundabouts" would lead to a plethora of keep left/keep right instructions on some routes. Would that be better?

It's very strange here as some of the approach signs suggest a roundabout, and others don't. Personally I'll go with not, but who am I to say :)

I remember I had a long discussion with seasider 3,4 years ago to set this dumbbell and asked Tim to lock it on L6. The two little dummy segments at the roundabouts, IIRC we used a road type which will not display in the client. Well, things keep changing and they are shown in the app now. I agree that it should be changed but not sure how. I tested the routing there and the instruction is a bit weird.

3 options:
1. Keep it as it is: Instruction is a bit weird but not too bad.
2. Remove 2 roundabouts and use massive keep left and right instruction (over-ride maybe) and hacks: It will may this junction very complicated and can't guaranty it will better than before or prevent other URs.
3. Make it as one roundabout. Similar to 1 but I feel it will have better instruction.

I can't think of perfect solution using WME except Waze has 'lane selection' feature just like GM.

I don't know the junction well personally, except that it's been mapped like that for years (since Seasider was the main editor round there).

We have this style of junction elsewhere, that are neither 2 roundabouts nor are they 1 roundabout. I can't see any way it can be mapped any better, and I'm reluctant to change it.

Suggestions welcome.

Seems an editor dropped a map comment there now as well
This portion of road no longer exists. It has been grassed over. The roundabouts at each side of the M6 have been combined into one larger roundabout, which is probably easier described as a large set of connected junctions. I suggest these are no longer 'roundabouts'
