Level4(auto) Update: Greater London - Chingford Mount (A1009

Reason for request: Just stumbled across this unconnected private road, an access road for the businesses on this small commericial/light industrial estate. Needs connecting to Waltham Way (lvl4) at its eastern end, all turns allowed.
