You may find it is privileged information and such is subject to confidentiality agreements and possibly copyright.
At the end of the day we can add the names if visible in WME or what you can verify in real life.

Chucking in my 2c worth.

I contribute to both Waze and OpenStreetMap (OSM), and find the acceptable data source discussions come up every so often. Both maps have restrictions on the external sources that can be used, for copyright reasons, however, Waze is actually the more restrictive as OSM has several agreements from various agencies to be able to use their data (eg. VICMAP).

When editing the map, I need to make sure that information I have gathered from VICMAP for OSM edits does not pollute the data I add for Waze. This usually means driving to the location (if it is close enough) and collecting information from new estates.

On the other hand, for older streets, the Street View feature available in the Waze Map Editor (WME) is handy for getting street names off the signs and wherever else they may appear. As @glomp said, "whatever is visible in the editor" is usable.

Conversely, I cannot use _this_ information for OSM. It's an interesting line to walk.

If Waze allowed the use of CC-BY licensed data (which has attribution requirements, and is where I understand a big part of the challenge lies), more external sources would be valid, but alas.

Do they fit into one of the permitted categories explained in detail in the links I provided and summarised above by glomp as "we can add the names if visible in WME or what you can verify in real life"? I think the answer is obvious.
