je voudrais savoir comment ça se fait qu'il y a des signalements permanent sur waze ?

je veux dire par là qu'ils ne disparaissent pas.

These reports are added in Waze trough another site. There we can tell exactly how long they should be visible on the map.

Reports made in the Waze app itself, disappear after about half an hour (longer if other wazers click the thumbsup button)

Are these icons in the wrong place, or are there no roadworks anymore?

The website I'm talking about isn't really that user-friendly and you will need to register for an account. They are working on a new version, that will be easier to work with.

If you want to add these markers to the Waze map, you can allways let uw know here in the Waze forum and we are happy to add them.
