Only for the beginning and end of the signed average speed zone, regardless of where cameras are actually located, and not if within 200m of existing nodes.

The second part of this point is worth paying attention to, as the increasing use of 20MPH zones means it's no longer safe to assume that in areas where the side roads are all signed as 30MPH, the main road will be 40+.

If the reverse side of the 30MPH sign can't be seen, and if the front of the sign doesn't also indicate that you're leaving a 20MPH zone, then note that 20MPH limits are often expected to be self-enforcing, which means a plethora of traffic calming measures (speed bumps, raised tables, chicanes etc) - seeing these on something that would otherwise look like a 40+MPH road should be taken as a prompt to go look for 20MPH zone entry/exit signage somewhere along the road if there isn't any obvious signage nearby...

Re the heatmap - I was assuming it was showing how "hot" the limit verification activity was, with red areas corresponding to lots of verified limits. But as cw1998's comment suggests, and which now seems to tie in better with the %age completion figures you've also posted, does red actually mean areas which are hotspots of *un*verified limits?

The first and third on your list are definitely advisory and should be ignored when setting limits in WME. The second type is also advisory except where the sign also contains a 20 in a red roundel...

I've found three problems that cause this:
1. Small sections can be locked at level 5, and when you are trying to systematically cover an area breaking off and heading to the editor request forum to ask for downlocks is a: just too much and b: not what we were encouraged to do.
2. I sometimes select entire streets and then traverse them to make sure they are all at the same speed. 3. Sometimes a selected segment just doesn't verify, most times I notice this but it could be easy to assume you're done when WME has let you down.
3 is a particular problem if you're selecting segments manually - from time to time WME will do its damndest to fool you into thinking a segment has been selected as part of a multi-segment selection group, when in reality it'll end up being left untouched by whatever edit you've applied to that group.

I'd also add a 4th scenario to this list, having just encountered it today. Sometimes you'll find the odd segment here and there has a closure applied to it (e.g. the short segments we've been encouraged to add at railway bridges specifically to facilitate such closures...), and although there are ways and means to work around the "thou shalt not make ANY edits to a segment with a closure applied to it, not even if the segment ID remains untouched by said edits" restriction enforced by WME, it can sometimes be a bit of a pain to have to drop out of the limit-setting groove you're in, copy the closure data over to an adjacent segment, delete the data from the first segment and set the speed limits, copy the closure data back onto that segment and verify it's all OK again, and finally delete the data from the adjacent segment, before you can then continue on down the road...
