From experience (Unable to find documentation on the Wiki), Waze does seem to try to guess where houses are based on what has been entered, although, what woodvale has said is probably more accurate: getting results from Google etc.
Here's my experience anyway: The North Circular Rd in the link below goes 1, 3, 41, 43, 45... but when I search for something like 25, or 37, it puts a marker at roughly where it would be if there were actually houses there equi-distant apart between 3 and 41.

Personally I like to map each one anyway, that way you have more control over where the stop point is. But not a huge problem for terraced houses.

We had a discussion about this some time ago and, iirc, we determined that Waze would use the specific house number if it was there, otherwise it would pass the search to Google Maps. Unfortunately, that seems to look up the postcode for that address, and returns the centre of the postcode area. Waze navigates to the segment nearest those GPS coordinates which may or may not be anywhere near the house number requested. In a rural area, it can be some way away.

The answer to your question is, therefore, all or none, although if I process a UR that gives a house number and location, I'll add that one house number so the user gets taken to the correct spot next time.
