The best thing to do is not drive faster than the speed limit.
It is on the Waze roadmap (and has been for some time) to overhaul the cameras functionality to add amongst other things support for average speed cameras, however, it is NOT imminent.
If you want to make a difference raise a new enhancement suggestion on Uservoice
